I don’t think there are many hard restrictions—especially if the official Teeworlds repo is truly unmaintained.

As for creative gameplay: things like server-sent resources have already been discussed in Teeworlds issues (e.g., #134). They just haven’t been implemented yet—not because they’re forbidden, but because no one had time.
