Are you able to join? Then you are fine. If not, then your firewall is blocking it.

I am able to join What ports should be opened? I have 8303 udp opened both in container and in my machine

That's the only one need. There is nothing you have to do if it is listed on the server list

perhaps the masterserver is broken

Do you have a master.cfg file in your server directory? You could try to delete it. And try to untick all filters in your server browser in your client

check the code the max value for sv_max_clients_per_ip is probably set to 4 (edited)

just took a look at the config which seems to set the default value to 4 so i guess your sv_max_clients_per_ip gets overriden or you never set it properly
