They can be both, usually spinbots do it extremely fast and unnaturaly

if you tryhard you should aways place your crosshair in a way where you expect the next player to pop up on your screen saving you movement time and thus getting a faster reaction

spinning allows you faster reaction as you stop the spin at the angle u want to shoot faster because the travel point is shorter

instead of going f.e from 0° (your stable aim position) to 180° (where u want to shoot)

i am personally faster with flicking to my target, not spinning

aiming is the low mouse sens way of playing. spinning + reacting is the high sens way of playing.
