Fix how the 50 Hz client effects timer was the same as the 100 Hz timer. This basically halves the amount of
- grenade smoke trail
- ninja shine
- flow updates (defunct anyway)
Add GetEffectsSpeed to reduce duplicate code.
Reorder method declarations according to order of method definitions.
Remove unused declaration of Update.
