It might maybe make sense to allow CCharacter to incrent a more global counter in the constructor and decrement in the destructor.(edited)

In regard to saying stuff via vote reason, then there would still be the second possibility to ban that person from voting additionally for abusing votes. It's more granular and it doesn't necessarily mean somone does that, I haven't seen anyone muted doing that on 0.7, yet.
