discourse is more dynamic and you have got a better user experience, especially with highly frequented topics. Also it allows users to see, when someone is currently replying to your topic. in contrast to punBB I think that it is and will be alive for a long time, as a lot of companies use it as their support software. The composition of topics is way better, as you can see the preview. This would not be possible without javascript. I don't feel like discourse is far slower than a native punBB site, other than the javascript load times?
(I don't immediately rule out forum software if it doesn't support browsing without JS. I don't see a reason why you can't render static text on the server.)

vbulletin looks like proprietrary software. I personally wouldn't want to run it (there's plently of good open-source forum software)
