well that means that you need to forward ports in your router in order for people to connect to your server from the internet. basically player -> internet -> your router -> home/local network -> your pc. a vps is a virtual server, like a pc that running 24/7 in some data centre, where the traffic route is something like this: player -> internet -> your vps
