But IPs is an unreliable metric of an individual considering proxies, vpn, dynamic IP's and sometimes multiple people playing the game in the same home(edited)

If a moderator would vouch for you saying "I believe he has changed and deserves a second chance" we could consider a unban. Either through a vote or a conversation.
But just because a moderator is vouching for you, that doesn't mean anything is actually going to happen(edited)
For example, Jukki is definitely top5 player.
He's playing extreme run with 4-5 other players. No botting, suddenly he is last, he toggles cheat while saving a guy just to be safe, cheat maybe assist 0.5% of his gameplay rather than 50% of a regular player
