Sure it’s allowed, most of mappers don’t use their own tileset

It depends on the mapres you want to use. Make sure that the creator of the mapres agrees that it can be used by others

btw, one more question, is it possible to playtest a map while being in the editor?

yes, you can turn on the editor by clicking CRTL + SHIFT + E

you can setup a LAN server and use "change_map (name)" and "reload" to play on your map
