we are talking about 15 clicks per second @ChillerDragon . You can easily find in internet and run tests about how many clicks you do per second.

if the resolution at which u poll the data and calculate hook rate is not fine enough then it can trigger even with lower hooks/sec than intended

It would be better to simply mark the run as fishy and freeze the player. So bots that depend on the speed become useless and legit players do not get kicked on a 100 min run.

as i know your mouse sens is high af, if you drag a player without your aim would take an entire 360° turn even in panic situation that would be possible. but i doubt that you drag like that
