Not the best solution, but there is also 'mute player' option in ddnet client. Maybe this button solves your problem.

For bad words u can use mute button

hard insults should be moderate by mods (just like it is doing now). For soft trolling and rare sarcasm messages there is mute button. But I personally don't like this solution

hard words still dont deserve ban, u can mute people as mod if too hard

@q Maybe its important to know that @NeilCaffrey spamvoted on the Server. About 15 Players were playing a map and he didnt stop trying to change the map even though several players told him to stop. After we kicked him it took 2 min and he joined again and started voting again. And that happend several times.
