If u r playing in locked team, first who use kill button will be the strongest hook. And strong and weak order is on the top right from the left to right(from the strongest to the weakest). But when someone died by touching a killtile, the strongest dude will be one, who's the lowest ping, and the weakest is the highest ping, even when order on the top right is showing not the same results.
