So the tees don't stack and get launched upwards, which is pretty annoying for gameplay, also prevents some map exploits

I think it's a requirement for maps to do teleports like that for these reasons

Also spawns, of course. People could also stand on the spawn points and block spawns from happening, though I'm not positive if that's still an issue, or if it was fixed

you normally won't get launched upwards when you spawn on a same tile as another tee is standing on, i think you just get pushed a bit to the side. you'll get launched with tele though (edited)

for a grounded spawn tile you only need 3 tees in a pyramid to block people from spawning on it

i'd imagine it's a bit more complex versus other tiles especially since spawn is also in vanilla teeworlds

Not lazy, just a complicated issue that works good enough as is, spawning inside of each other and being pushed to the side is more annoying than having someone spawn ontop of you and slide off It's basically the best approach to the situation, without adding exploits / problems (edited)
