I have an NVIDIA graphics card with the latest drivers installed. When I alt-tab out of a game, lines appear on the game window, and it prevents other apps from appearing on top. If I try changing the display mode from borderless windowed, the screen turns black. How can I fix these issues?
I had this issue earlier, but my drivers weren't updated. I updated them and issue went away. No new updates came and after sometime the issue appeared.(edited)

You could try closing all other apps (even background ones, discord, overlays) and see if that helps.
Unplug all USB devices that you don't need.
Disable nvidia shadow play or whatever it's called nowadays.
Switch to OpenGL to see if it's backend related

You can get a tool called mtr, to run a trace to ger10 and ger2. Ping issues are usually due to routes, nothing much we can really do tbf, but if it's an issue in a hop close to our isp maybe we can report it
