It's not possible to remove command access for admins. You could only give moderators access to all commands except tunes with access_level I guess

but what access_level is for tune ? none ?

oh that's how deen was able to change gravity once in team when one of guys didn't want to finish

access_level tune 0 so only admins can use tunes, then don't give admin access to users that shouldn't change tunes

You might have cl dummy control on
