I'm usually against regulations. If people want to have whatever profile picture and make a fool of themselves then why not? I pretty much doubt steam is used to organize terrorists attacks, as there are wayy better alternatives. So I just see it as a way to censor whatever thing they dislike or some other excuse to attack steam for whatever reason

plus the forums are supposed to be moderated by the developers
