Sounds like your driver does weird things. I recommend to completely remove your nvidia drivers (https://www.guru3d.com/download/display-driver-uninstaller-download <- not open source) And afterwards install the latest from nvidia.com directly

Normally you can disable vsync in nvidia settings. So either windows overwrites your setting or it's a driver bug

you can still test maps in the test servers as a non-tester. The password should be pinned somewhere in this discord
