No. Clicking restart is very different to shutdown. Bcs it clears caches etc

my pc was completely off except if windows does its thing again where the pc stays on

Also the issue is your prediction margin is too low

The reason ddnet fixed it is because they have do not have cfg_save on that variable so it reset to 10 when you launched their client
