I'd say there is a distinction between using (math & code) trickery to get a 3d effect in Doom and using trickery (background image with stairs) in order to create a height difference between two ground levels in stardew valley.(edited)

the second is imo not intended to make the game be 3d.
in the old doom you can't even aim vertically, you "hit" an enemy even if it appears to be higher than you. It's a 2D game with simulated 3D rendering, but the physics are 2D.

Ackshully, more accurately our universe is understood to have 3 spatial dimensions and a time dimension making up the 4 dimensions. So saying teeworlds has a 4th dimension isn't exactly wrong as the speaker can be inferred to be referring to spatial dimensions
