Disable testing commands on your server, it will cause ranks to not be inserted if someone has used them. Use sv_test_cmds 0.

use ctrl+r to pick the selection tool, select the gun while on the correct layer, then at the top go filter>adjust>hsv adjustment

if hsv adjustment doesnt fit your needs use the "contiguous area selection" and tune fuzziness to select the part you want, then b to select brush and paint over it

u can play on a local server, which you can start in the mainmenu

try to use ethernet/LAN cable
try to close other apps
try on a local server to be certain that it's really internet problems and not smth else if nothing helps, call your internet provider
