Put it in your C:\Users\Skeith\AppData\Roaming\DDNet\maps folder then launch your LAN server via the main menu (click on the green button on the top left, then click "Run server") then go to your server browser, click the button to the right of the earth symbol, then join your server. Vote the map from the call vote menu.

Have you tried a few solo 1 stars? (Going into a solo server, and voting random 1 star). Most of them should be okay. There's "mud" for example that cones to my mind right now
