Pavel Durov actually corrects everyone who says Telegram russian. Moreover russian governemnt tried to block it not long time ago, so if you associate tg with Russia or even with russian government it's kinda cringe^3
Moreover, russian government has take control of the first child of Durov and in fact made him persona non-grata, cause he declined to delete social communities of opposition
They can request it, yes, as heinrich told before. But Durov, when the war begun, took neutral side.
Also after "unblock" of Telegram in Russia, they cooperated to detect terrorists, but either it's not working properly or they intentianlly don't want to do it (Krokus expo for example)

this seems to be a terrorist attack that was coordinated on telegram. I don't think you can deduce from that that russia can't read telegram messages? just because you can do it doesn't mean you can sift through all that and find all the interesting bits

Yes they can request it, yes they can get an answer from tg, but I assume every other goverment can make that too as long as the situation is inside their country. There might be a lot of other possible reasons for leaking messages from Ukarainian journalist, for example forwarding it to all you contacts. This one case doesn't actually proof that Telegram is russian government project

AFAIK germany can't. I wasn't saying there's proof that russia can access telegram messages, but that it's suspicious that the telegram block was officially lifted when telegram agreed to cooperate with russia

From russian perspective it isn't, actually. They tried to block it for a long period time. Everyone was laughing at them. People just learnt what is VPN and proxy, and because of that stupid move with blocking, russian goverment educated youth about technologies. But the most fun part is that russian government people were still using "blocked" Telegram as their main messenger. For work and for their regular life.

They tried to fight it, they lost. So you can still continue to block the whole fucking IP networks and "unintentianaly" block some kind of large business websites, or just to stop doing that, cause it doesn't make any sense
Telegram is against terrorism at all. Its just common sense. This kind of cooperation with governemnt was just in all headlines. And mostly because of the block before. Again, every other messenger or social network will cooperate with goverment to detect terrorists, if they can techincally make it. It seems just as rolling back to initial state, but with a show
Russian goverment is a latent dictatorship and they want everything be their way or at least so it would seem like it. So when this happend they had to become a showoffs to the whole world. "Look, we made them do it", when in reality Telegram didn't care. They still were popular in Russia, everyone still was using it. And Telegram created ways to ignore blocking by themself. So they were just "Ok"
