IIRC it ran on chillerdragon's homeserver, since he's currently not home the server is offline, he said he might bring it back to live when he comes back tho. (edited)

You can use +toggle, e.g. bind lctrl +toggle cl_dyncam 1 0

Huh, it will work the way you asked. Dyncam will be enabled when the button is held.
