cl_refres_rate [number] set a cap to your fps, if you want 120 u write cl_refres_rate 120. About render Vulkan usually works better if your pc is not a potato.

In the code it's called SPRITE_TEE_EYE_DEAD, but it's unused just like dragere says.

Correct. The client has no way to trigger the rendering of those eyes.
