or you upload your skin to an inofficial database like skins.tw, but not everyone will be able to see it.

i mean that i have chosen a skin from official database for example bowlingpin , i put it in the folder skins of ddnet ,and when i wear it i see it , but other players see it as a default

They need to enable Skin Download in their settings. If yours is a community skin, they need to activate that as well
