A few things was required, I had to install One-Core-Api (https://github.com/Skulltrail192/One-Core-Api-Source). I also had to revert this PR, https://github.com/ddnet/ddnet/pull/7567. One thing I couldn't get working was the server browser due to SSL/TLS.

The game would either dbg_assert due to invalid UTF-16 (e.g. GetUserDefaultLocaleName returned Invalid UTF-16) or refuse to read files due to them containing invalid UTF-16. I'm not really sure why it thinks it's invalid.

I see. weird. I guess it could be debugged, but removing it was probably the easier route

GetUserDefaultLocaleName doesn't exist on Windows XP so it must be the translation layer being bugged
