Were can i find any explanations of what is "blocking, fun-voting, cheating, or any other form of misconduct". Really tired of ppl /war hooking players on start of multeasymap outside playground, but i don't know if that is a form of "misconduct behavior"

Yes, but that is not my question. I want to play with strangers without having to join the team. Especially if they are newbies, i don't want to be intrusive
But there is no explanation of what is blocking. Just to be clear: if some random guy freeze me/my friend for several times without any interactions from my side, that would be blocking?
