try cl_port and cl_dummy_port (e.g. cl_port 12345 & cl_dummy_port 12346) (restart client)
try different server
try if LAN server also has this problem

i agree that ddnet could improve the network stack. but if u have 1990 internet speed, then maybe better ask your ISPs for an upgrade
