tencent bought the chinese exclusive server right from epic but never get the license approved. so it is hard region locked and not available locally(edited)
usually if a local company buys a game, the global server region locks to avoid competing

we had a free fortnite with no in game purchase before, since it is allowed to run non-monetized beta before you get a license, but they kept the server up for too long and lost too much money so they just shut it down
