for it to be noodles i'd imagine one would need to mash it into a batter then extrudes them (or pull them but that would be difficult with potato based batter)

also the "ghost cities" are just like... a estate property that went bad. it's mostly just a few buildings at a time. i've never seen a city wise construction failure

But maybe You could work remotely, satelite internet and remote job
