There is a map search on https://ddnet.org/ranks/ or you can use the ingame command /map skynet compilation"to vote it as long it is written mostly similar. (edited)

From my knowledge, you submit your map in the #📬submit-maps channel, then a tester gives it the check to have it's own testing channel, of which it is then tested by people willing to do so, and if it's good enough, it get's released. Otherwise, you might be denied or ask to rework it entirely if it still has some potential (edited)
