This explains it pretty well https://discord.com/channels/252358080522747904/745926398140612678/1153660205154975797 but you shouldn't change/add/remove any files in the data folder, because your changes can be lost when updating. Instead, mirror the same folder structure in your config dir, for example create your own fonts/index.json in your config directory instead of editing the file in data.

I do, because doing the right thing causes less bug reports to deal with. Using the font index also means you can use ttf, ttc and otf fonts instead of only ttf if you replace the main font.

You can also test any map without having role of "tester" thus helping with release. There are separate servers for this
