on localhost i have 1-4 ping, not the at least 20 you expect

if you come from future, sure. But the point is still that the ping displayed as a multiple of 20 and add to it +4 or +8. I don't see why the discussion should be moving on what number is natural or not

anyway go on any server, all ppl that have a ping that ends with 7, 8, 9 (but mostly 8) i can tell you, they have no laggs

Most of it yes. Just look at the two tilesets. As long as you only use the ones that are shared it even works as external.
