First try with a clean config directory. Go to your config directory (DDNet or teeworlds) and rename it to DDNet.old or teeworlds.old.

No, you shouldn't do that, because it will be reset when you validate the files in Steam

You can check that you are using the correct user folder in game. Press F1 and scroll up all the way to the line with storage: added path '$USERDIR'. This should be the location of your config from the screenshot.
