tried normal steam version and nightly but both have same results

Make sure you are using the latest nightly version, or use the 17.3 release candidate instead, it should not have this bug

Maybe nightly was not updated correctly. Please open the client and check in console (F1) for the blue line with "client: git revision hash".

.teeworlds has always been the path. You can put them in the DDNet folder as well, but it's mainly meant for files shipped with the game.
