Looks correct. Seems like Steam just puts another ddnet folder inside DDraceNetwork so this is also normal

Normally those warnings don't mean much. But you shown that your skins folder is empty so these warnings make no sense

From the screenshots it looked like they had no skins in their user and data directories, so there must have been a skins folder in the ddnet folder. This would explain why a complete reinstall fixed it.

I vaguely remember some advice about adding skins there was given by people back in the day
