if player X has Strong to player Y, and Player X dies, player Y gets strong. /spec also "gives" strong, because it removes the tee from the ingame map (doesnt work on all maps, some have /spec disabled by default, so /spec reacts the same as /pause)

i'm pretty sure it's a feature that wasn't really thought through for dummy maps or something, shouldn't really be botherful and if it is, you're dead anyways why not arranging your weak/strong hooks again real quick before starting again(edited)
