you can exclude it from translation by ending the translation block before the list with </translate> and begin the translation area after the list with <translate>

i prefer lists to be translateted item by item. And it might be fine to keep the list translateable (it might ve better e.g. for chinese? Not everyone is used to the language codes. Maybe use the country names in english version as well.
