how can i change the flag here? i play on rus servers, but im not russian and do not want that flag there

that flag is representative of which server you've played on most, only way to change it is playing a lot on another server

You get points if you are top 10 on any ddnet map. For team rank points you must at least be 2 players on a team, else it's rank points

getting top10 shouldn't be too hard on most maps. Forget about top1 unless you are really good tho
