Yes that is due to the migration to the new translation system. It is way better at keeping pages in sync, but necessary for translators to copy the previous page into the new translation system paragraph by paragraph. French is one of the four languages that didn't get migrated completely: https://wiki.ddnet.org/wiki/Category:NeedsMigration.
