this # is a mistake and should be removed. it makes the command not work. it's there for a some versions now and some wondered why their set rcon password wouldn't work (im one of them, luckily someone here found it and could help me but they didn't fix it in new releases).

afaik its better to exec your personal config cuz this .cfg can be rewritten (?, never happened to me tho)

looks like you're supposed to uncomment it to set your own pw, not a mistake but maybe unclear to some

it wasn't like that before and it isn't like that for mod and helper either. because If you don't set one, a random one will be created and shown in the terminal window of the server. already serves this purpose.

its commented by default cuz if rcon password is not set it will be generated auomatically

looks like setting it to "" still picks a random one so the comment isn't needed

There is. As I posted above: put your settings in myServerconfig.cfg

thought its possible to just check if server generated password and then ignore any sv_rcon_password but then player will not be able to change it in rcon
