1. Make sure you have community skins off 2. it will only download it to downloadedskins if you or someone else is using a skin from there, and after client restart the skin won't show up in tee browser

2 possibilities: Map has a bug and has to be reloaded, or a group is playing in team 0 and asked an admin to lock the server so others don't disturb them
