Hm, if you aren't touching the curves parameters, how would that really be different to traditional drawn animation? You could do your objects in inkscape and raster them out if you really want vectors(edited)
adobe animate is sorta like flash animation, but better
both use a vector based process, and rely on tweening between two positions for motion, much like DDNet's envelopes
