You can use gimp, the interface is a little clunky but it is as capable as photoshop

I know some like to vector out their assets first, and for that inkscape works well, also free

my personal budget recommendation is affinity photo, it takes a while to get into but it is very powerful

I use Photoshop professionally and it's personally the most used program in my Creative Cloud package. What some of you Photoshop users might not know actually, though, is, that Photoshop includes garbage in its exported files by default, called metadata. That metadata makes the files bigger. Had that issue with the metadata when I made free signatures for people. Some online image hosters automatically get rid of the information you don't need. DDNet probably won't do that. And it should be possible to prevent Photoshop from doing it by default.

I use illustrator and saw that you can open the file in a text editor and remove a lot of the data
