No, we use the raw keyboard inputs by default, so the same binds should work. inp_translated_keys 1 if you want keyboard layout to matter, like it used to a long time ago

Yes, but we can still access the raw keycodes sent from the keyboard, before they get translated by your operating system's keyboard layout

There are some "dvorak translation" keyboards, which do the translation on the keyboard. For those you'd have to rebind, but they usually have switches on the keyboard to switch to qwerty

and for everyone considering using dvorak, as a former user and author of a tool to use dvorak anywhere, don't do it. Typing speed doesn't matter much if you are not a professional typist. If you write anything interesting, you will always be constrained by your thinking speed, not typing speed anyway. So it's a bit of a waste of time and super annoying when you have to type something on someone else's keyboard or some application has key binds which only work well on qwerty (edited)

My current struggle is with US vs UK keyboard layouts. I'm used to the US one but sometimes have to type on UK. They have special chars in different places. (edited)

Yes, I struggle with that too with German vs US, no good solution since both are commonly used here
