freezed tee is not moving cuz the top tee doesn't have momentum somehow, the tees' hitboxes will push themselves out to the opposite direction, but maybe the issue is the block on the right it got stuck on. Since the top tee cannot go to the right cuz there is a block, it won't bounce to the right and it just happens to have perfect vertical push velocity, so the two cancels them out
