You can use git-mediawiki for that (https://github.com/Git-Mediawiki/Git-Mediawiki). The initial download might take a while, but then you can use any text editor to edit pages including sed. Then commit in git and push to upload the changes. I've done that for importing all the pages from the previous wiki.

Approval is on user base. Automoderated users can edit/add/remove any page. For new users @Ryozuki and I have to approve any change: https://wiki.ddnet.org/wiki/How_to_contribute#Moderation

Ah, it could be for some pages as https://wiki.ddnet.org/wiki/MediaWiki:Sidebar. But in general I think it should be possible. Let me check
