new ddnet ha smooth scroll in controls but nowhere else (tee menu, etc)

also binding stuff to mousewheelup/down in controls makes the controls scroll as well

Well skins were just changed recently so if anyone were to be responsive to the idea it would be now

tbh we need smth like https://ddnet.tw/skins a list that dynamically loads and unloads skins just that the browser does it internally
