To edit a quad, select its layer and left-click a corner (red dots). To select multiple corners at one, hold shift and select the corners by left-clicking them, then right-click one of them to set a color.
You can create a group (that you can rename "background") by clicking on the "add group" button in the left column. Right-click your "background" group and add a quad layer.

If you want your quad not to move, you will also have to change the group parallax beforehand by right-clicking the group and changing the para X and para Y settings to 0
Para = 0 means that your group will follow the tee (so it feels like it doesn't move), para 100 means your group will stay where you left it at one place only, it won't follow the tee
