anyone has the potential to make a new mode, since as deen said the source code is open. But obviously it depends on what the mode will be like if you're looking for someone to make it. if its something that is going to be very hard/tedious to code or just generally not a good idea then it might not be made.(edited)
likely just cause a lot of maps usually have normal shields and then give you one or two of the other weapons back so i guess this would be a way for it to be cleaner, but this isnt really needed all that much. would add more confusion imo
